Civilian Prison Labor Camps

February 6, 2008

While I was research a totally different subject I ran across some interesting news on military/civilian prison camps, or should I say a little know regulation signed under the George W. Bush administration. The regulation is: Army Regulation 210-35. Now this is a subject I have touched on before, however I have learned more information on the whole plan.

The “Civilian Inmate Labor Program” is a revision of the regulation passed and signed under the Bill Clinton administration in 1997. It is known that the 2005 version of Army Regulation 210-35 is currently valid and fully operative.

The regulations specify Army personnel running the prison camps will prepare an “Inmate Labor Plan” that will comply with 18 U.S.C. 4125(a), governing civilian inmate labor. That section of the U.S. Code allows the U.S. attorney general to make available to the heads of U.S. departments, including the Army, the services of U.S. prisoners to engage in labor, including “constructing or repairing roads, cleaning, maintaining and reforesting public lands, building levees and constructing or repairing any other public ways or works financed wholly or in major part by funds appropriated by Congress.”

Regulation 18 USC 4125(a) was last updated in April of 2006.

This along with many other things that have happened in the lead up to the final year of the Bush administration seems suspect, almost conspiratorial in the order they have been passed

(Please note that all interpretations of the below executive Orders are that of the author.)

1. October 26,2001: The Patriot Act: All revisions and extensions until it is removed.

May 2007:National Security and Homeland Security Presidential Directive:
a. NATIONAL SECURITY PRESIDENTIAL DIRECTIVE/NSPD 51
b. HOMELAND SECURITY PRESIDENTIAL DIRECTIVE/HSPD-20

In a National Emergency, the President has full control over the U.S. government until such a time, the President resends the order of National Emergency.

2.July 17, 2007: Executive Order:
Blocking Property of Certain Persons Who Threaten Stabilization Efforts in Iraq: Any person or organization that is deemed by the government for any reason, to be hampering progress in Iraq. This person or organization shall have the their means to sustain, and so life blocked, and so shall anyone that helps them.

It seems funny that these Presidential Directives and Orders were passed at this time. However, I am not saying that they plan on using them to hold power if things don’t go their way, but do you really think the next person in power will relinquish such powers?
